I am about to buy a car from an owner that needs to pay his loan before transferring the car to me. He has requested me to give the money, he will give me the car and keys, and in two days, when the bank releases the letter, he will transfer the car to my name.  Are there any documents I should request in this case?

We inquired with the RTA if they had any additional information for this question, however they stated the following: “please be informed that the RTA is only concerned with the transfer of the vehicle’s ownership and as for the payment it should be an agreement between both parties wherein RTA is not included.‎”

I would therefore suggest you get a copy of his passport and residency visa as additional security.
