Not sure if there is a best time however Dubai Summer Surprises is starting on June 14th when many of the shops have sales.  However, depending on what kind of carpet you are after – if it is a Persian Rug then it is a good idea to visit the carpet souk area of Dubai which is in Al Nasr Square in Deira or take a trip across to Sharjah and visit Sheba Iranian Carpets.  The specialist carpet shops will bargain with you.
