You can lease a car and drive on your foreign exchangeable or international license (if it has been valid for at least one year) from any country prior to your residence visa being complete. Once your residence visa is stamped in your passport you will be required to obtain a UAE driver’s license in order to drive a rented or privately-owned vehicle.  Residents, who are eligible to transfer their home country Driver’s License, should submit an application along with the required documents at any branch of the Dubai Roads and Transport Authority (RTA). The application form has to be completed, stamped and signed by the applicant and the sponsor. Electronic tagDubai Police considers plans to electronically tag vehicles of offending motorists in a move aimed at removing the need for impounding thousands of vehicles and urging drivers to be more responsible, while offering them a third option.
Motorists caught committing major offences will have their vehicles fitted with electronic tags for up to a month. If drivers attempt to move the monitored vehicle, it will set off an alarm in the police command room and they risk tougher penalties.
This will be an option offered to motorists, instead of having vehicles impounded in the detention centre. However, if drivers move their tagged vehicle, not only will the vehicle be impounded but they will also face a fine. Read more

AnswerI’m sorry to say but as you are no longer a citizen of Canada you cannot transfer your license to a U.A.E. one.

You may be eligible to transfer your existing driving license, without having to take a driving test or going to a driving school, if you have a valid driving license from some countries. You have to be a citizen of the country given with current resident status in UAE. This means that former residents from these countries who may be holding permanent driver licenses are not eligible and you will have to follow all the steps to get a new license.

Canadian citizen’s require a letter from the Canadian Consulate in Dubai to verify that the license is genuine, before transferring your license. Read more
